Abstract: In the context of enhancing the governance efficacy of local universities, emphasizing the practice-oriented approach and cultural awareness has become a significant focus of current governance research. Presently, in the practice of multi-governance in local universities, the most prominent challenges are the overlapping and imbalance of power entities, as well as the semi-formalization and marginalization of participation. From the perspective of governance practice pathways, political power plays a leading role as the meta-governor, administrative power serves as a coordinator, academic power acts as the soul with a fundamental role, and democratic power functions as the practitioner. Cultural governance has become an important pathway for the transformation of internal governance in universities. Strengthening the cultural awareness of university governance, ensuring the rational integration of the spirit of academic freedom, fostering a culture of respect and trust in internal governance, is an inevitable choice for forming a "soft order" in the internal governance of local universities.
