【Abstract】Based on the SAE clasification standardand the Chinese national standard（GB/T 40429—2021）， thisarticledeeplyanalyzesthecurrentdevelopmentstatusof driverlessvehicle technology（levelsL3＼～L5），and systematicallystudies domesticandforeign legislativepractices inviewof thelagof thecurrentlegal systeminaspects suchassafetyresponsibilitydetermination，dataprivacyprotection，andinsurancesystem.Based onthetraffic conditionsandindustrial foundation of Henan Province，a legal regulatory system covering dynamicsupervision， technical standards，responsibilitydetermination，insurance innovationand datasecurityisproposed.Short-term， medium-termandlong-termlegislativeroadmapsarealsoformulatedtoprovide theoreticalbasisand practical gudance forlocal governmentsinHenan Province toformulatemanagementregulations fordriverlesscars，withtheexpectationof promoting the coordinated development of technological innovation and public safety.
