Abstract：TheQinlingReserveinXi'anmainlyfacesthehighdegreeofaging，andfarmers mainlyfacetheproblemsof“oehigh， twolow，andilea”suchslwesserityevelloesioservicelevel，ifcultyiningforsablederlyopled difcultynspiitalomfortfortederlyUndertedaneofteuralevitalzationsategtprotectteoloicaleiot ofQinlingMountans，developruralidustries，enhancepeople'swell-being，andsolvetheproblemofelderlycareforfarmersQinlingNatureReserve，emustmakeoverallplansfromthaspectsofruralsocialadculuralonstructionrganzaioalsystmostruc tion，ecoomicdevelopment，andhumanresourceintegrationInadition，thefollowingmeasuresarenecessarystrengtheningthe awarenessofvillgecommitesinservingteederly；improvingbasicpublicservicefacilities；aduallyincreasingsubsdiesforural elderlycareservices；andenhancingthelevelofruralelderlycareservies；promoting teconstructioofmutualaidelderlyreservices inruralareas；developigsupportiveoliciesforomasdederlyaretolviatetecareiingpresureodisabledederlyindividuals；developingruraleonoytroughultiplechaelsandinreasinguralhouseoldincoe；payingatetiontotementalalthis suesofelderlypeopleinruralareasandstrengtheningtheworkofspiritualcomfortfortelderlyBasedonreality，weshouldstregthen andimprovetheonstructionofruralmedicalandhealthsystem，dogoodjobimedicalsecurityservicesforuralelderlypeoplentegrateresours，elyoteostructiofuralsoialsiialcivilzationostructioultivateralsocialganatiosfordely services，and play arole in serving the elderly.

為了解決城鄉(xiāng)發(fā)展不平衡和農(nóng)村發(fā)展不充分的矛盾，我國(guó)推進(jìn)并實(shí)施了促進(jìn)農(nóng)業(yè)農(nóng)村發(fā)展的鄉(xiāng)村振興戰(zhàn)略，通過(guò)全面的資源輸入以及對(duì)欠發(fā)達(dá)地區(qū)資源支持，為農(nóng)村發(fā)展提供支撐與保障。（剩余11362字）
