Abstract：Thephenomenonof“minorcorruption”amongvillgecadresatthegrassrotsleveliscloselyrelatedtothelocalsocial andculturalcharacteristics.Basedothein-depththeoryofinforalrules，thisarticleanalyzestheimpactofhumanfavorsandface savingontheoperationofgrassrotspowerandaswellasthegnerationmechanismof“minorcouptin”.Thestudyfoundthateelationshipnetworkcomposedof“facialculture"and“dferentialpattrn”makes“minorcoruption”oftendisguisedashumanexchange， andtheseceisthemisplacementtransactionetwnpublicpowerandprivaterelationship.Researchproposesthatgoveancends takeintoaccountculturaladaptationandinstitutionalconstraintsOntheonehand，itgidesandeliminatesthenegativeipactof “face”alienationthoughodergoveaneconcepts，ndonteterhand，itstrengthensteigidityofthesstetoeglateeoperation of power.
