Abstract：Communitysthebasicunitforresidentstoespondtoisksandchaenges，isincreasinglybecomingakeyfeldfor measuringtheefectivenessofurbanresiliencegovernance.Focusingontherelationshipbetweenembeddedcommunityservicesandthe enhancementofurbanresiliencegovermanceficacy，weexamineandsummarizetheresiliencelogicofpublicserviceembeded inthe vulnerablegroupsintecommunityfromspecificgoverancepracticescludingthetwoaymbeddingofgoveentandocialelations，theorganicembeddingofsrviceelementsandtheemotionalembedingofommunityesidents.Onthisbasis，asedoteanlyticalframeworkof“subjectesourceotion”，weexploretheactionnetworkforcommunityembeddedservicestoiproetheefe tivenessofurbanresiliencegovernance，providingideasandreferenceforurbangoveranceinnovationandimprovementofurbangoveance efficiency.
