Abstract:Basedonthedataanalysisof554appealsinthe“handingcomplaints”workinKStreet,BCity,itwasfoundthatthe “handlingcomplaints”procedureidlephenomenonoccursfrequentlyduringthecomplaint,andthecomplaintmechanismhasweakindividualesponsebilitoeterogeeousappealparts,nd“anlingcomplaints”asecome“tool”forthappealerstobusethir rights.Thefourbasicelementsofcoectionfrequencyesponseadpowercanbeextractedfromhelitigationfcerelatioshipn thefaclificationofteligationfferelatioshipnthefuture,weshouldstartfromtebasicelementsofthecomplaintadling relationship,andbreakdownthepracticalpainpointsoebyone.Accordingtotheconectingelement,theaceptanceprocesofppealitemsisdividedintodiferenttages;apunishmentmechanismforabuseofrightsisddforfrequencyelements;responseleent areadjustedtroughthehierachicalmanagementofappeals;theassessentsystemisimprovedtooptimizethedrivingforceelements, comprehensivelyimprovethedemandcarringcapacityof“handingcomplaintsimmediately”,andpromotethelong-term,preciseand standardized grass - roots governance.
