Abstract：Theexistenceof diversifiedentitiesmakesthealocationofresourcesrequiredforhighwaymaintenancemore complex.Insomeregions，thereisahigheralocationofoadmaintenanceresources，whileinothers，suffcientroadmaintenance resourcesarenotavailable.Inadditiontospatialimbalance，thealocationofhighwaymaintenanceresourcesisalsounevenin thetemporaldimension.Duringacertainperiodoftime，someareasofhighwaysmayreceivemaintenanceresources，while duringotherperiods，maintenanceresourcesmaynotbeavailableinatimelymanner.Theexistenceofthisrealitymakes preventivemaintenancemeasuresextremelyimportant.Atthesametime，preventivemaintenancecanpreventthespreadof diseasesandincreasetheservice lifeofroadsurfacesbypreventing theminadvancewhentheyareminororhavenotyet formed.Inthisarticle，variousroadsurfacediseaseswereclassfiedandanalyedfortheircharacteristics.Subsequentlydisease statisicswereconductedontreesectionsoftheexperimentalroadsurface，includingthecoverageareaandproportionofvarious diseasesinthetotalarea.Specificmeasuresforearlypreventivemaintenance，mid-termpreventivemaintenance，andlater preventive maintenance were proposed.
