Abstract：Strengthening the construction of an integrity culture is an urgent requirement in the practice of Party building in the new era.Baotou，as a cradle of Neolithic civilization，the starting point of Zhao State reforms，a convergence zone of grassland nomadic and Central Plains agricultural cultures，a bearer of revolutionary traditions，the origin of Xikou culture，and a key national industrial base，contains integrity elements deeply rooted in its cultural soil.This unique cultural context offers new insights for integrity culture construction in the new era.This paper thoroughly investigates the intrinsic mechanisms and critical implementation points of integrity culture construction.Based on Baotou’s specific conditions，it proposes tangible，perceptible，and effective pathways and strategies from three cultural dimensions—surface，middle，and core layers—to guide integrity culture development in Baotou.
