ResearchonTourism Performing Arts Policies in Jiangsu，Zhejiang and Shanghai Based onPolicy Instrument

Abstract：Tourismperformingarts isan innovativelcarrier and manifestation of the integrationof culture andtourism，andafocus forthedeepintegrationandhigh-qualitydevelopmentofthetourismandcultural industries.Inthecontextofculturalandtourismintegration，thenew formof tourismperformingarts havere ceivedhighattentionfromthecountry，local governmentsin Zhejiang，Shanghai and Jiangsu provincesalso tookthe lead in making policy responses. Athree-dimensional codinganalysisof policyinstruments，policy cycles，andpolicy goals was conducted on107tourism performingarts policytextsinthe Jiangsu Zhejiang Shanghai region using Nvivoll software.Research shows that the number of policies isincreasing year by year，with Zhejiang Province having thehighest number of publications but arelatively small number of specialpolicies Thethreepolicy instrumentsare relatively comprehensiveinuse，butthe use of environmental policy instrumentsis excessive，and itis necessary tooptimize the external environment.The policy cycleismainly focused onthe stageof creatinghigh-qualityproducts.Zhejiang Provinceand Shanghai have formedclusters，whileJiangsu Province still nedsimprovement.Thepolicygoal focuses onindustrial prosperity，withrelativel e at tentionpaid tocultural prosperityandbrandbuilding..Finally，relevant suggestions suchas optimizing special policies，balancing policy instruments，and coordinating diverse goalsare proposed，withtheaimof providingdecision-makingreferences for Chinese tourismperformingarts policy makers.
