淺議新建化工裝置試開車安全管理問題及應對策略

摘要：化工企業(yè)項目建成投料試開車一次成功是確保生產(chǎn)運營安、穩(wěn)、長、滿、優(yōu)的基礎。圍繞化工企業(yè)投料試開車前的安全管理重點，分析化工企業(yè)投料試開車過程安全管理存在的問題，基于HSE管理體系要素要求，提出解決對策，為提高化工企業(yè)安全管理水平提供參考。

Abstract：The successful completion and commissioning of a chemical enterprise project is the basis for ensuring safe，stable，long，full and excellent production and operation.Focusing on the safety management focus of chemical enterprises before commissioning，this paper analyzes the problems existing in the safety management of chemical enterprises during commissioning，and proposes solutions based on the requirements of HSE management system elements，so as to provide reference for improving the safety management level of chemical enterprises.
