Abstract： Tobaco-areaindustrialcomplexes （abbreviatedas“thecomplex）serve aspivotal platforms fordriving modeization n tobaccoagricultureandfacitatingintegrateddevelopmentbetween tobaccoandgrainindustries.Thispaperestablishedalogical framework basedonthegeneral principlesof modern tobaccoagriculturedevelopment，modernagriculturaladvancement，and moderindustrial systemconstruction，elucidating the aproach tobuildsuch complexes.Basedonpractical experience in agriculturalindustrializationandmoderntobaccoagriculture，combinedwithcasestudies，thispaperexpoundsandsummaresthe implementation pathways of such complexesat differentdevelopmental stages.Thisstudysummarizedthe development achievementsofteomplexintesofitsdustraldvelopntfoundatiousessetitis，sstemsiliene，anditive capabilities.Itfurtherproposes hatthenextphaseshouldfocus moronthecontentandqualityofthecomplexdevelopment，deepen integratedclusterscombininggraintobaco，economiccrops，andexploretheestablishmentofmodernizedtobaccoagriculture colaborative development zones basedontheexisting complex，enhancingitsexemplary，leading，and drivingroleinregional development.
