Abstract：Intheprocess ofmodernizationofational governance，thestrategicvalueofconomicresponsibilityauditsofleadingcadresisbecoigicreasinglypromnt，utitsiskspectruisulti-dimesioalomplexityasedonthliteratureaalstod， thispapersystematicallsortsoutteiskelementstrouhout theditcyleandiovativelyonstructsafourimensioalriskan agementframeworkof“goalorientationorganizationalstructure-processcontrol-supprtsystem”.Theframeworktakestheimprovementofditqualitysitsoegoaliftealocatioofrigsandsposibilioftesposibleprtisisd -loop processforriskasesent，response，andmoitoring，suppementdbysupportsystssuchasinstitutioalos，teical tools，andtalentaranteesResarchsosthatfrmekectielyancsditetivensmprovestedesupiio and governance mechanism，and provides theoretical paradigms and practical eferences for subsequent research.
