Abstract： Constructing quality of process cognitive framework and evaluation system is the key to improve patent quality and optimize innovation mechanism.The existing researches have formed basic results around the definition of patent quality，index construction and evaluation methods，but there are two limitations： First，the connotation of patent quality is ambiguous; Second，the quality evaluation system is difficult to present the legal，technical and economic multi-dimensional valueof patents.In view of the limitations of the existing research，future research should focus on the quality of patent process. Improving the quality of patent process will help enhance the legal stability，technical value and economic value of patents，so as to provide more powerful intellectual property protection for innovation subjects.
