A Comparative Analysis of Mechanism Design and Market Operation Between Shanghai and EU Carbon Markets

Abstract: Since the launch of Shanghai carbon market in 2Ol3,it has played an important role in the greenhouse gas emisson reduction， economic green development， low-carbon technology innovation and so on. However， compared with developed carbon markets，Shanghai carbon market still has shortcomings in institutional design and market operation，which may hinder its further balancing of environmental protection and economic development. From the perspective of mechanism and market,this study uses a case study to compare the carbon market in Shanghai and the European Union, identify the difficulties and challenges，and put forward policy suggestions from the aspects of mechanism improvement，market construction，green innovation，technology empowerment，etc.，aiming at optimizing the emissions trading system in Shanghai and enhancing the market’s ability in effective allocation of resources.
