Abstract： Green technology innovation is an important task to promote the transformation and upgrading of China’s high energy-consuming enterprises under the goal of “dual carbon".In order to explore the green technology innovation driving mode of high energy-consuming enterprises and improve the efficiency of green technology innovation，this study takes the high energy-consuming enterprises from 2011 to 2020 as the research object，and starts from the perspective of “government-market-society”based on the institutional theoretical framework.By using the fuzzy set qualitative comparative analysis method，this paper studies the green technology innovation driving model of China’s high energy consuming enterprises.The results show that individual institutional factors do not constitute the necessary conditions for the improvement of high green technology innovation eficiency，but government subsidies play a general role in promoting high green technology innovation efficiency.In addition，there are three types of configuration effect models： “government-subsidized guidance”，“market-driven” and“public participation".
