基于國(guó)土空間規(guī)劃的耕地保護(hù)問(wèn)題研究

——以漳州市為例

摘  要：在國(guó)土空間規(guī)劃背景下，該文分析國(guó)土空間規(guī)劃“三區(qū)三線”劃定后，漳州市耕地保護(hù)面臨新的形勢(shì)問(wèn)題及產(chǎn)生問(wèn)題的原因，提出科學(xué)界定耕地內(nèi)涵外延，構(gòu)建國(guó)土空間保護(hù)新格局，利用資源稟賦差異優(yōu)化耕地布局，加強(qiáng)土地整治開發(fā)提升耕地質(zhì)量，完善耕地保護(hù)補(bǔ)償監(jiān)督機(jī)制的耕地保護(hù)建議。

Abstract： In the context of territorial space planning， this paper analyzes the new situation problems and the causes of arable land protection in Zhangzhou City after the delineation of "three spaces and three lines" of territorial space planning， and puts forward the scientific definition of arable land connotation and extension. Arable land protection suggestions are proposed to construct a new pattern of land spatial protection， optimize the layout of arable land by making use of the differences of resource endowments， strengthen land renovation and development， improve the quality of arable land， and enhance the compensation supervision mechanism of arable land protection.
