Research on the Current Situation and Optimization Paths of the Grassroots Emergency Management System Construction

Abstract：AtpresentChina’ssocialdevelopmentisinacontextoffrequentandprotskourencs，erasroosee mainetitiesbearingsafetydisastersandthefirstineofdfensefordisasterpreventioandreduction，soitisurgenttoimprovehecon structionof grasrootsemergencymanagementsystem.ThroughafeldvisitXTowninAnuiProvince，SWOTanalysiswasusedtodescribe and analyze the emergency management system of X Town，and it was found that the grassroots level has built the organizational structure ofemergencymanagementmainlyelyingonthePeaceConstructionOficeundertheowngoverment，andrelevantunits，depart mentsandgrasrootsutonomousorganaionsforedacordinatedeergencyetworkintheoalandnonroutiemergencnagementwork，howeetegrasrosegecyaagentsystecostructialsofcestealisticdfcltisofghmgeityf mergencyplan，mpefetoanatioalstuctueeasoablerfesioalpesoelalationandeakinterdeparmentalda tion.Inviewofthis，thispaperproposesspecificoptimizationpathsfromaspetssuchasemergencyplans，organzationalstructures，and departmental coordination.
