Abstract： Grassroots governance is the cornerstone of national governance. Technological empowerment in the digital age has become an important means of promoting the transformation of urban community governance. Digital intelligence technology can innovate the institutional mechanism of urban community governance and meet the new needs and expectations of the general public. In the process of digital intelligence empowering community governance， there are challenges and problems such as dificulties in technology implementation， unbalanced resources，insuficient governance talents and the phenomenon of "information island". Urban grassroots communities should strengthen demand research and program customization，optimize the digital intelligence resource allocation pattern， strengthen the digital intelligence talent team construction，build a unified data platform，and then create a new pattern of community digital inteligence collaborative governance， and improve the governance efficiency of urban grassroots communities.
