英國《信息自由法》歷史沿革及應用現(xiàn)狀研究

摘  要：《信息自由法》是英國檔案法律體系的重要組成部分，歷經近兩個世紀發(fā)展和完善，為信息自由提供了完備的法律保障。通過對《信息自由法》歷史沿革和法律實踐詳細分析，提出系統(tǒng)性和專業(yè)性統(tǒng)一，信息服務公益和有償有機結合，注重檔案信息資源開發(fā)與利用等檔案法制建設方面的對策建議。

Abstract：  FOIA（Freedom of Information Law）is an important part of the British archival legal system. After nearly two centuries of development and improvement， it provides a complete legal guarantee for the freedom of information. Through the detailed analysis of the historical evolution and legal practice of the FOIA， it gives systematic and professional policy suggestions on the unification of information service， the organic combination of public welfare and compensation， and the development and utilization of archival information resources.
