機(jī)構(gòu)改革推動(dòng)檔案事業(yè)轉(zhuǎn)型發(fā)展和高質(zhì)量發(fā)展的內(nèi)涵與途徑研究

摘  要：本文通過(guò)國(guó)內(nèi)外相關(guān)研究文獻(xiàn)分析，提出黨管檔案、精兵簡(jiǎn)政、局館分離、配套政策是檔案事業(yè)轉(zhuǎn)型發(fā)展、高質(zhì)量發(fā)展的內(nèi)涵，依法治檔、創(chuàng)新機(jī)制、協(xié)同推進(jìn)、強(qiáng)化基層是檔案事業(yè)轉(zhuǎn)型發(fā)展、高質(zhì)量發(fā)展的途徑。

Abstract： Based on the analysis of relevant research documents at home and abroad， this paper puts forward that  party-managed archives， streamlined administration， separation of bureaus and libraries， and supporting policies are the connotations of the transformation and high-quality development of archives， and that the transformation and high quality development are carried out through the following measures such as governing the archives according to law， innovation mechanism， collaborative promotion and grassroots reinforcement.

2018年，新一輪的機(jī)構(gòu)改革推動(dòng)檔案機(jī)構(gòu)改革和事業(yè)單位分類改革，明確國(guó)家檔案局和中央檔案館繼續(xù)保持“一個(gè)機(jī)構(gòu)兩塊牌子”，與改革前一致屬于中共中央直屬機(jī)關(guān)下屬機(jī)構(gòu)，而省級(jí)層面改革得到黨中央的肯定，檔案機(jī)構(gòu)基本達(dá)成“局館分設(shè)”的共識(shí)。（剩余3875字）
