（School of Economics and Management， Chongqing Jiaotong University， Chongqing 40Oo74，China） Abstract：In viewof theinvestmentriskevaluationof PPPmoderesidential buildingenergy-saving renovation project，an investmentrisk evaluationindexsysteminsixaspectsofenvironmentrisk，compliancerisk，managementrisk，financingrisk， constructionriskandoperationriskwas established，theweightofRisk factor wasdetermined bytheanalytic hierarchyproces， theriskrating evaluationmatrix wasobtained byexpert questionnaire，thestaticrisk situation wasanalyzedbythe set pair potential，andtheriskoccurrencetrendwasanalyzedbythepartialcoeficient theory，Thispaperconsructsaninvesmentrisk evaluationmodel of PPP moderesidentialbuilding energy-saving renovation projectbasedonthefiveyuan connectionnumber， andconducts anempiricalanalysis withaPPPresidentialbuildingenergy-saving renovation projectin Harbin.Theresults show thatthisevaluation modelcanefectivelycombinestaticevaluationanddynamicanalysisof investmentrisksinPPPmode residentialbuilding energy-saving renovation projects，providing referenceforsocial capitalto manage investmentrisks.

0 引言

針對合同能源管理（EMC）模式下居住建筑節(jié)能改造項目存在的資金短缺、效益低下等問題，引入市場化的PPP模式，建立由政府、居民和社會資本等多方合作的模式可有效解決這些問題[1]。（剩余7582字）
