Measurement and Spatiotemporal Evolution Characteristics of Local Fiscal Expenditure Efficiency in Xinjiang， China

Abstract：TheresultsoftheevaluationandspatiotemporalevolutionanalysisoflocalfiscaleficiencyinChina's Xinjiangfrom 2012to2021showthattherearesignificantregionaldiferencesinthecomprehensivetechnicaleficiencyofiscalexpenditure among diffrentregions inXinjianginthenewera.In2O21，only3outof14regions in XinjiangachievedDEAeffectivenesin comprehensivetechnical eficiencyoffiscal expenditure，whiletherestoftheregions showedDEAineffciencyandaclear trendofdiminishingreturstoscale.Atthelevelofdynamicevolution，thetotalfactorproductivityoffiscalexpenditureivarious regionsofXinjiangshowsasignificantdownwardtrend，andchangesincomprehensivetechnologicaleficiencyandcho logicalprogressareimportantreasonsforthefluctuations.Overtime，thereisaposibilityoflocalfiscalexpenditureeffciency inXinjiangshftingtotenextneighboringegion，utitisiiculttochevealeapfrogtransfer;Attespatiallvel，teumberofregions thatexperiencedeficiencyleapsduring theobservationperiodwas1O，while4regions maintainedstableeficiency.Among them，thefiscalexpenditureeficiencyofvariousregions inthenorthernslopeof theTianshan Economic Belt hada strongregionaldrivingefect，whilethefoursouthernXinjiangprefecturesshowedasignificantlow-levelspatialdifrentiation trend.

一、問題的提出

財政是國家治理的基礎(chǔ)和重要支柱，其已由傳統(tǒng)經(jīng)濟范疇上升為國家治理范疇，財稅體制也已由經(jīng)濟體制的組成部分上升為國家治理體系的組成部分，建立健全有利于推進高質(zhì)量發(fā)展的財稅體制機制對推進國家治理體系和治理能力現(xiàn)代化意義重大。（剩余13552字）
