鹽池縣閩寧對(duì)口扶貧協(xié)作模式與成效

——基于閩寧對(duì)口扶貧協(xié)作培育特色優(yōu)勢(shì)產(chǎn)業(yè)的案例分析

摘要 基于寧夏鹽池縣農(nóng)業(yè)農(nóng)村局依據(jù)閩寧對(duì)口扶貧協(xié)作資金投入支持，針對(duì)當(dāng)?shù)亍叭r(nóng)”資源基礎(chǔ)和相關(guān)產(chǎn)業(yè)特點(diǎn)，著力開展特色優(yōu)勢(shì)產(chǎn)業(yè)培育項(xiàng)目建設(shè)的實(shí)施過(guò)程、項(xiàng)目績(jī)效和經(jīng)驗(yàn)總結(jié)，分析了鹽池縣閩寧對(duì)口扶貧協(xié)作項(xiàng)目實(shí)施的模式及成效，旨在為當(dāng)?shù)丶巴惖貐^(qū)鞏固脫貧成果，推進(jìn)鄉(xiāng)村振興工作提供借鑒。

Abstract Based on Yanchi County Agriculture and Rural Affairs Bureau in Ningxia according to Fujian-Ningxia counterpart poverty alleviation funding support，focusing on the local “three rural” resource base and related industry characteristics，focusing on the implementation process，project performance and experience summary of the construction of characteristic and advantageous industry cultivation projects， analyzed the implementation mode and effectiveness of the Fujian-Ningxia counterpart poverty alleviation project in Yanchi County，aiming to provide a reference for local and similar areas to consolidate the results of poverty alleviation and promote rural revitalization.

2017年以來(lái)，寧夏鹽池縣農(nóng)業(yè)農(nóng)村局緊緊圍繞鹽池縣閩寧對(duì)口扶貧協(xié)作[1-2]特色優(yōu)勢(shì)產(chǎn)業(yè)培育項(xiàng)目實(shí)施的總體安排部署，配合福建省援寧工作隊(duì)鹽池工作組、鹽池縣鄉(xiāng)村振興局等單位以鹽池灘羊、黃花、小雜糧等農(nóng)業(yè)特色產(chǎn)業(yè)的開發(fā)扶貧模式實(shí)施為項(xiàng)目支持重點(diǎn)，以帶動(dòng)貧困群眾穩(wěn)定脫貧和增收為項(xiàng)目績(jī)效目標(biāo)，著力扶持農(nóng)業(yè)龍頭企業(yè)、合作社（家庭農(nóng)場(chǎng)）等新型農(nóng)業(yè)經(jīng)營(yíng)主體，大力培育優(yōu)勢(shì)特色產(chǎn)業(yè)，強(qiáng)化鏈接消費(fèi)扶貧，“以點(diǎn)帶面”“四兩撥千金”實(shí)現(xiàn)農(nóng)特產(chǎn)銷“一體化”發(fā)展，取得了良好成效。（剩余5855字）
