跨區(qū)域水污染協(xié)同治理研究
摘要:由于上游、中游和下游的利益訴求和監(jiān)管力度不同,長江經(jīng)濟(jì)帶跨區(qū)域水污染治理難以協(xié)調(diào)一致。為化解困難,貫徹長江大保護(hù)戰(zhàn)略,應(yīng)建立完備的法律法規(guī)體系,成立流域水污染綜合治理機(jī)構(gòu),構(gòu)建科學(xué)的績效考核評價(jià)指標(biāo),完善權(quán)責(zé)協(xié)同問責(zé)機(jī)制,優(yōu)化治理平臺(tái)協(xié)同制度,塑造協(xié)同治理理念,有效治理長江水污染。

Study on Collaborative Governance of Cross Regional Water Pollution

Abstract: Due to different interests and regulatory efforts in the upstream, midstream, and downstream, it is difficult to coordinate and unify cross regional water pollution control in the Yangtze River Economic Belt. In order to resolve difficulties and implement the strategy of protecting the Yangtze River, it is necessary to establish a complete legal and regulatory system, establish a comprehensive governance institution for water pollution in the basin, construct scientific performance evaluation indicators, improve the mechanism of power and responsibility coordination and accountability, optimize the collaborative system of governance platforms, shape the concept of collaborative governance, and effectively control water pollution in the Yangtze River.

長江流域是我國綜合實(shí)力最強(qiáng)的地區(qū)之一,伴隨長江經(jīng)濟(jì)帶城鎮(zhèn)化和工業(yè)化的持續(xù)推進(jìn),該區(qū)域正面臨水污染事件頻發(fā)、流域內(nèi)湖泊富營養(yǎng)化等問題,加之流域內(nèi)治理規(guī)劃的差異,該流域水污染治理面臨嚴(yán)峻的挑戰(zhàn)。(剩余4067字)
