基于宅基地“三權(quán)分置”的農(nóng)村古建筑旅游價(jià)值激活研究
摘 要:近年來,隨著工業(yè)化和城鎮(zhèn)化進(jìn)程的推進(jìn),許多村落逐漸出現(xiàn)空心化現(xiàn)象,大量古建筑無人打理老化嚴(yán)重,修繕保護(hù)工作耗資巨大,急需社會(huì)資本的介入。該文基于“三權(quán)分置”政策,對(duì)平衡宅基地“三權(quán)”主體在宅基地流轉(zhuǎn)中出現(xiàn)的權(quán)益矛盾,激活農(nóng)村古建筑旅游價(jià)值提出相關(guān)對(duì)策建議。

Abstract: In recent years, with the promotion of industrialization and urbanization, the phenomenon of "hollowing out" appears in the countryside. A large quantity of ancient buildings have been left unattended and aged badly, and the restoration and conservation work is costly, thus leading to urgent needs of involvement of social capital. Based on the policy of "separation of the three rights", this paper proposes relative countermeasures and suggestions to balance the contradictions of the rights and interests of "three rights" of the homestead in the transfer of the homestead, so as to activate the value of rural ancient architecture tourism.

在原有宅基地兩權(quán)分離體系下,2018年國家進(jìn)一步提出了宅基地“三權(quán)分置”政策,這為農(nóng)房正常流轉(zhuǎn)提供了法律依據(jù),也讓社會(huì)資本參與古建筑流轉(zhuǎn),激活古建筑旅游價(jià)值成為可能。(剩余6509字)
